help with setting up directories for downgrading

I need to downgrade the firmware on my wii from 3.4U to either 3.3U or 3.2U. I already have the homebrew channel installed and I have the 23517 cIOS downgrader, the 17508_cIOS37_rev3 Installer, and wiiwad tools package. I also have the "IOS37-64-v2070.wad" WAD file. I'v read the readmes (which says to put the WAD file in ROOT but I can't find the downgrader on my SD card when I go to the homebrew channel. Where do these files need to go on the card? If someone could just add the appropriate file names in the correct place on this tree that would be great. Let me know if there is anything missing. Thanks.

I'm also wondering if I need to run the twilight hack again to download.

The issue was that the system was having a number of issues initializing the network. I just kept running it and finally it connected to the firmware site.
