is there a cord i can make to connect my gba to my computer to acess, stuff or is it pointless

Yeah!
You can get this thing that hooks up your game carts to the computer so you can copy the data off of them.
You can also get carts that you can hook up to your computer to edit the stuff on them to either put ROM's or homebrew gameboy games on it.

or just download your roms and put them on psp. but that being illegal... no still download them

It's actually not illegal. You are entitled to a digital back up.
That's why the sites aren't closed down so fast, because they are hard to prove that they are intentionally letting people download games knowing they don't have the games themselves.
If you don't own the dumping hardware, you must download them or by something from another company which is called extortion. (Kinda like how Microsoft makes you by and by and by more add-ons for the XBox)
You can also download the game without owning the physical game if you delete/remove the ROM from your equipment/computer/PSP within 24 hours after the download completed.

no idea but though copyright laws are highly unregulated and vague. still illegal. though with that said i say have a ball download all you want not like the fbi will come knocking for silly gba games
