its more than likely a driver, but u said u re-installed windows right? if it was a driver and if you had the correct disks to re-install it would have installed the drivers. What about the drive doesnt work? can you get it to open?

Drivers on driver CD's that come bundled from the manufacturer are almost always outdated by the time you have the product in your hand. It's always best to search up the best drivers.
