free up some ram by downloading an application that does it for you. And defragment your computer every 2 weeks.

keep the number of open browser widnows down, don't have chat clients open unless they are your source of the download, dont play games on your computer or on a console such as an xbox while downloading, make sure that mulltiple computers arent connected to your network at the same time. If you have your computer connected wirelessly plug it in, just try to conserve bandwidth. What is your connection speed? If all of that is already being done you can look into other isps.

Buy the most RAM you can afford. Also what kind of internet connection do you have? dial up or broadband?? Replacing also the CAT3 cable to a CAT5 helps a lot when working with cable modems!!
