Vista transparency works only when window is "restored"

I just noticed that when a window is maximized the Transparent borders don't come, instead they are just black (or the colour of the theme) ... But when you "Restore down", the window borders become transparent (more like translucent though)...

Vista? I thought you used Linux... :
I found out from My Dad's laptop, not my PC...

Are you just saying this or are you trying to say this is some kind of graphical issue?
It's supposed to be like that.
