Its great for one of your first, but here's a few ways to improve..
-Save it as a .jpeg
-The blue border should be the same length away from the sides on each side (it takes time to get it right, but good job for your first!)
And just test out some blending options and see what you can make up..

No, if you save it as Jpeg, then the color will just go plain and it will look kind of choppy, save it as Bitmap its
better.

ps i save mine as jpeg everytime and mine look ok ? remember to put the quality right up ;)

try http://www.deviantart.com/ for some brushes and play around with them :)

i dont believe in rating things i just say if i like it or not and how to impruve etc.. :)

but well done supa mayb try some blending options on the text next time also :) do this by right clicking on the text layer and going to blending options

if your a mac user then there should be a little F in a circle in the layers pannel you can also click that :D
