I believe so that this might be the problem.
The KEYS.BIN file has to be 1KB. I recently talked with Firefoxx and he said his KEYS.BIN was 0KB.
See if this solves the problem. PM me for the right file.

haha okayy im getting really confused with this...what is all i need to have a psx emu on my psp?

No, the psx emu is installed on you're psp once you have 3.02 OE-B firmware flashed.
You need to get 2 files from a game called Hotshots Golf 2 (the one from the sony store):
KEYS.BIN
and EBOOT.PBP
You need the EBOOT.PBP just for converting PSX ISO files or BIN files (later gets renamed to BASE.pbp). If you have a game already converted, you just need the KEYS.BIN file, and you're converted
PSX file (iso or bin game files).
You just put those two files in a folder on the X:/PSP/GAME directory. Run it, and you're done.
