How can i turn the HTML on? because right now it say " HTML is OFF " :cry:

you can go into your personal settings and add html abilities I think

Nope, we dont want HTML since many people can print out scripts (even though the signiture is about up to 500 characters I think)
there are many default scripts that could spam the site up. Other reasons aswell.
