Can my 3.40 OE-A plays games that are in region code 3?

My PSP is 3.40 OE-A purchased in US.
And can I play games that are region code 3, which are from Hong Kong?

Yep you surely surely can. Prolly just have to change the region of your psp to w/e you need it to be in the recovery menu. Just turn off your psp completely then turn it on while holding the r trig and BAM. You'll be at the recovery menu.

I don't know about now, but when I bought my PSP games didn't have region restrictions... only the UMD movies did. Do they now have restrictions?

I think only movies still do. But I was just saying that to be on the safe side lol.

He should be fine. The default is set to region free so it should allow games and movies from every region.
The only psp that has region compatability issues are the ones from japan. And that issue pertains to not being able to watch american umd movies on your japanese psp.
So yes, to set everything clear... American psp's are capable of running games and movies from every region.
