mpo's auto head shots and hacked characters

Everytime I play metal gear solid portable ops theres a whole lotta other players who have this auto head shot thing and it irratates me making me work harder to fight back (i still win anyways). I just wanna know how are they able to do that and how do you(people that actually ply the multi-plyer and the game) get those hacked characters?
