You can just take out the battery and put it back in.

You turn it on holding the R trigger button and it will show.

If you don't know what they are for then you obviously don't have a reason to change them...
If you have some utilities you would like to install, they have to be enabled in the menu. You can also change your PSP's no UMD setting, as well as other stuff.
