how does speed test work and is high upload and download good or bad

I don't know how they work, I think they calculate how long does it take your computer to download a hidden picture and how long it takes it to upload that same hidden picture. But it works fairly good, but during times where it's less congested. I also on occasion conduct test at these other sites:

On speakeasy, I chose the server: Los Angeles and I got these results:

Download Speed: 19050 kbps (2381.3 KB/sec transfer rate)
Upload Speed: 2766 kbps (345.8 KB/sec transfer rate)

hi internet speed test is noting but it check the download speed and upload speed of your internet provide
download speed:
which is the speed at which you can download data over your Internet connection.This test is generally performed by beginning the download of a packet of inert data (essentially a file with no real content,

long it takes for the file to finish downloading.
upload speed:
The second part of an Internet connection speed test involves testing the upstream, determining the speed at which data can be transferred from your computer to a remote server.This test is generally performed after the downstream test has been completed, using the same inert data packet so as
not to risk accidentally uploading any files from your computer.
speed test results:
the speed test results will be displayed once your finish performing your test normally the upload speed is slow compared to download speed.
getting too high or low results dose't matters if you feel comfortable with your results continue with the same provider or else try alternet
i checked my internet speed here http://www.scanmyspeed.com/on-your-site/i felt better with my results
