is it possible to put older PC games such as the older versions starcraft and age of empires or whatever on the PSP and be able to play it?

Only DOS based games can be played.

DOS is what Windows was before it looked pretty.
It's just lines of text usually and had some graphic.
Here's a good example:

Except if you were to play it on an old computer then it wouldn't have the window around the game.
