ok I think it was a game for the Sega Genesis, but it was like it gave you the options to decorate things
and choose different objects background levels or people like a Jungle Man, Ghost, add trees and strange machines.
and I think it had something to do with a touchpad or some sort of mouse controller that Sega
use to have.
Does anybody know if they remember the name of the game?

I own a game similar to what you are talking about. It was called Art Alive - basically a genesis paint program with a few default pictures to color and add stamps to.
It used a regular controller.

But it wasn't really a painting game thats for sure, it was kind of
more like make your own theme.

It really isn't ringing a bell, and I'm not seeing any type of 1st or 3rd party controller that matches your description. Do a quick google search of Art Alive, if you haven't already, because I don't know of any other game that comes close to the description you've given.
sorry I can't be of more help,

would you like me to post a picture of mine?
*edit* I've looked online for a picture, it is much harder to find a picture than I thought. Mine is labeled Genestick and is an official first party Sega joystick. It looks kinda like the one in this picture.

it isn't even on this page...which has like 100 joysticks LOL

I found it, the game is called "Wacky Worlds", don't know if some of you remember it.
the story on how I found it, was that I was snooping around for a Sonic The Hedgehog rom and then
I stumbled on a site that had and it under it, it said "Wacky Worlds" and I was thinking maybe thats the
game. So I downloaded and it I was like thats the game!! yes!! thank you Lord!![/img]
