Every tutorial that says that is outdated and misleading.
Now the popular format for icon rcos is 3.10+ compatible, so you should be safe now to download an icon set from just about any place, or download a 3.10+ rco and edit it yourself.

for my final question what program will I use to modify my icons so that I may be able to put them in my PSP?
I found the files I am able to play with for making Icons using RCO editor. 2 things. Can I use paint for saving them and sizing them. 2 what size should they be. I know they should be 8 bit or 32 bit less than 256 color unless that readme file is outdated?

Well I would get a copy of the rco for your firmware version, extract all the images with the latest rco editor.
SO now all the images you want to use are already sized and formatted correctly.
