I just install the 3.03 oe-a firmware on my psp. I came from a 1.50 firmware. Before I install the new firmware I have neo geo, snes, and cps2 emulator on my psp. After I install the custom firmware my emulators don't work. Do I have to format my memory stick and reinstall the emulator. WHat do I need to do. please help

Yes, i would suggest reformatting your memory stick after every upgrade or downgrade that you do. Just remember to back up your save games or any other valuable files.

Once you've finished with the formatting you place your emulators (both folders from your emulator) in your GAME150 folder. I'll use nesterj as an example, one folder will be named nesterj and one will be named nesterj% place both those inside GAME150. Then make sure you have a game or game demo inserted in your umd tray and you should be set.

I reformatting my memory stick, and I still have a GAME folder, not a GAME150 folder, I just reinstall the snes emulator and the psp stated that the game could not be started. Can I used the same emulator that I used for 1.50 or i have to use another type of emulator.

You can make your GAME150 folder manually, just right click and create new folder then name it GAME150...it goes in the same area the the GAME folder is located.
