Does it go down in the xmb? Try cleaning the contacts and reassemble the psp (take off the faceplate, don't take out the motherboard and everything again :P) and realign the d-pad.

It sounds like a simple realignment issue, like ace suggested. He asked if the psp moves "down" in the main menu because if it does, it's definitely a dpad issue. If it only does it in some games, it could be an analog stick problem. Both are relatively easy fixes, but you just have to make sure which one it is.
