pspset is a gameboot app thing, it helps you run gameboots I think. It uses a 1.50 kernel though, so your slim can't run it. And I'm not sure if there is a gameboot app for 3.90, so you might have to hard-flash the gameboot in your psp's flash.
Connect a USB cable to your PSP, then go to the XMB.
Press the 'HOME' button and then go to the 'USB DEVICE' option.
Switch it to flash0 and then enter USB mode.
Then your flash0 folders pop up on your computer then go to vsh/resource/'Insert Gameboot.pmf here'
Make a copy of the original gameboot for safe keeping.
