Is it possible to convert them for save files for a PS1 emulator for PC?

Yea probably, what file type are the PSP EBOOT saves? And what file type do you want to convert it to?

To whatever type the EPSXE (Or other emulator, doesn't matter) needs. I'll check on the save file for the PS1 game later.
