3.03 OE-C has the only real big update, and that is accessing the flash from the recovery menu.

That doesn't say much. He wants to know the difference between the two. Okay, the truth is, I haven't really used 3.03 oe-a but I have and am using 3.03 oe-c and I gotta tell you, it is the best. You can access the flash0 and flash1 file and mess around with it like put in custom fonts, xmb custom icons and much more. But you also have to remember, there is always a chance of bricking your psp but with 3.03 oe-c, it is really RARE to brick it but yeah, it is possible to brick it. But do not worry, you have the recovery mode which you can easy "unbrick" your psp.
If you want to know more about the 3.03 oe-c and what it is capable of, PM me or add me up on MSN if you have MSN and I will be glad to help you out.

Oh wow, that is alright I guess. I still think 3.03 oe-c is better. If you ever change your mind and want to go back, give me a PM etc.
