Is a Decrypter a downgrader the same?

a decrypter just "decodes" things, a downgrader "downgrades" things.

I answered you because, even if your a dumbass, you deserve an answer. And you don't have to be a master at hacking to know the only way to tell if something is a downgrader is if it says
