This game is Peer to Peer.
It does not work with a Tactical Knife.
I tested it for another 3 hours today.
While the normal knife has the Sort of "AOE" Effect. The tact knife doesnt.
I figured out why the tact knife is broken.
Lets use this example. (The happy face is you and the Frowny Face is the Bad guy)
Your Target is walking for example
-----> To the Right (He does not see you.)

You come up from behind.
You execute the Knife lunge.
It ends up like this:

The tact knife lunge is 100% Straight, Were as your target kept walking so you missed.. He hears the knife noise, and let the sh*t insue.
The Normal Knife Has a Cooldown for a reason, It's better, That AOE effect, will kill him, even if he is moving, also, with a normal knife, he will lunge AT the target (even if he has to curve, unlike the tac).
