Keeping SaaS budgets under control during company growth

When our company doubled in size last year, our SaaS expenses increased dramatically. Each new department started buying their own tools without any central coordination. Now finance is overwhelmed trying to track who uses what and why. Some apps have duplicate functionality, others are barely used. We need a way to manage budgets dynamically without micromanaging every purchase. Does anyone here manage SaaS costs efficiently during rapid expansion?
