Windows 3.1/ Windows 9X Floppy Boot Disk

Im attempting to resurrect a computer long enough to check it and go from there. should I do 3.1 ( i have a liking for) or 98, which seems to be the only thing I can find.....

I dont have a DVD drive (standard CD) and i have a Floppy disc drive. suggestions or comments?
