slow motion effect?

Does anyone here know a program that has a feature or is completely made for slow motion? Imagine I am making a small video, and there is a scene I want in slow motion, do you know a program which I could use?

Windows Movie Maker. It's easy. Split the video where you want to and add the Slow Mo effect to the area you want slowed down. :)

You can use Movie Maker to split the video.

Both. Vista has moved the splitter, though. You have to click Tools > Split Movie

They didn't remove those. They just compressed everything to make things less cluttered.
