In all honesty, it's better than my computer... well that's debatable really... an Intel P4 1.8ghz compared to an AMD athlon 64 3400+ is really similar in benchmarks, but I only have one gig of ram to speak of anyways. I'm making a computer within a month or two so it will all be good.
Anyways, as a highly experienced person with computers, I'd suggest not buying a water cooling system for your 3400+. Instead, I'd upgrade to at least an Athlon 64 X2 3800+. That will give you dual core capabilities and better overclocking options off the bat - and you won't need to water cool. In fact, since it's an eMachines computer, you should make sure to find out if the motherboard will allow you to overclock in the first place. Many manufacturers will lock those options
