I don't believe that you can stream cable from you're TV tuner.
Tried it once, failed.
But what tv tuner are you using?
Im using MSI, that should help.

Plus I suggest you go with that puncharger said, get location free player.
To do this you must update.
But do not update, use my tutorial on how to install devhook so you can emulate the highest firmware there is, making it able for you to use location free player:

If you have a Japanese PSP you can use the Portable TV player with version 2.71....

Well just use you're tv, who cares anyways,
well I do so if Im in need for watching tv like lets say if Im taking a bath or in a place where my tv isn't, I just take my sony mini tv.

YOu should get that, its way better than the location free player, but you will have to get it at $1000 so...ya...
