no you can not upgrade from 3.03 to 3.03oe. you will need to wait about a week befor a down grade is available than you can downgrade to 1.50 and than to 3.03oe

how bout putting adobe reader or microsoft word inside psp?

Lol nope sorry, but you know not a bad idea. Those would be Homebrew Applications so its not possible.
Anyways you can downgrade right now, use the 3.03 downgrade. (google it)
