emulator help!!

Ok I tried playing this rom for PSPGensis and DGen emulator, and it wouldnt work because it said
it can only play on a PAL Mega Drive System, so Im guessing these emulators can only play NTSC.
Anybody know where I can find a emulator for the PSP that can play Sega Mega Drive games only
for the PAL version?

1.5, but its nothing having to do with the version, its about the rom I cant play on certain a emulator,all the rest
of my roms are working except one.
