I want an emulator With easy directions on how to get onto your psp i have fw 3.03oe-c I want an emulator or rom with castlevania 3 on it please

This may or may not help, I sort of have forgotten a ton of stuff about PSP, but there should be a NES emulator around.
Like supa said, google "NES for PSP" and see what comes up.

THE REAL ANSWER to your question would be:

To look in our downloads sections, you will find good sources of emulators
there. There is NesterJ, DGen, Snes, etc.

As for roms, yes they are illegal and you need to google them for yourself.
