that would be funny to burn someones leg (like a person you hate) in the middle of class.

Well the stronger ones can burn threw dark fabric. So yea, but those cost like $400. Cheaper ones can pop balloons though.

so you are saying that a Carbon dioxide (FIR) 10600nm at 5mW, would burn more then a (typical green laser) Helium neon (green) 543nm at 200mW? That would not make since.

no well mW has to be taken into consideration, I meant something more along the lines of a red laser pen with higher mW but less wavelength is not as gewd as a lower mW red laser pen with higher wavelength...
