I know that combat isn't the main feature on the table for Fallout 3, but it's hard to believe that the combat system is so weak. Regarding the combat system alone, if you shoot people in certain parts of their body they don't necessarily react accordingly (unless it's in the head). Sound effects during combat are so cheap it's just sad. Enemies just make loud noises and kinda walk towards you. If they run, they don't really look like they're running... kinda "walking at the speed of running".
Exploring - yes. I'm all for exploring, but I don't just want a huge place to walk around in. You could create the largest game world ever but if you didn't pay attention to the game's largest secondary characteristics, then you'll create a poor game. The biggest characteristics other than exploration, in my opinion, would be character growth and combat. Character growth, as it would seem from me playing for about 2 hours, is taken very lightly and I found it quite easy to level up traits. Combat, being one of the biggest parts of the game besides the aforementioned, is just some of the worst I've ever seen in any video game and when you park the camera in third person, yes, Fallout 3 then seems like a mod of Oblivion.
... They didn't even improve the animations for the characters from Oblivion to Fallout 3... and in my opinion, they're worse, especially in the enemies.
I view Fallout 3 as a rushed title and I guess I just don't understand how it's so big.
