Are you converting from an original disk iso that you made or an Eboot? You can't trust online ISOs or Eboots all the time, because you don't know who made them or how. Sometimes that ISO of "Bloodstorm" turns out to be " Barbie Horses and Friends" so I'd make my own PSX conversions from actual disks.
Anyhow if you extracted the ISO from the Eboot then Ice Tea should have set up everything else for you. You can also use popstation4 to extract an ISO from an Eboot or disk.
Your AT3 SND0 file and your graphics can not exceed a total of 500k in size. This is a limitation for some unknown reason. You may need to trim your 35 second sound file and if you think about it you never really listen to it for more than 5 seconds of the audio for the most part anyways.
In order for Goldwave to encode and save AT366 files you must have the codec installed. When you find the codec you must double click on the ini file that comes with to install it and you may need to reboot afterwards. Otherwise you will never find AT3 66 as an option in Goldwave under WAV files.
What firmware are you running? Newer frimwares do not require Keys.bin anymore. I suspect you are running older firmware because the newer converters that I use don't even create keys files anymore.
The one in particualr I was trying was Capcom vs SNK Millennium 2000. When I made the EBOOT normally, it worked fine. It's when I re-made it then it wouldn't start. I just looked at the at3 and it was indeed to big. I don't know how a 268 KB went all the way over 1000 KBs. However, the KEYS.BIN error doesn't make sense to me, as I'm on 4.01 M33-2. Since I'm basically restarting the EBOOT, I might as well try and get an icon1 in there as well. Mind letting me know what tools are necessary Advent?
EDIT: Okay, I got my PSX EBOOT to work with everything but an icon1, only because I haven't even tried making one yet.

EDIT 3: Advent, did you ever find a substitute for TMPGE? The GUI doesn't even look like the one in your tutorial and only some of the options you said are actually there. I want to use 0:15-0:28 from the above link (if it'll fit). My snd0 is 283 KB, my pic1 is 78 KB, icon0 is 10 KB and my boot is 68 KB. I really want to be able to finish this last step in making great layout for PSX EBOOTs.
EDIT 4: Okay, found an alternate way using Windows Movie Maker but UmdComposer won't even run. Is it incompatible with Vista or something?
EDIT 5: I got around it by using my old XP computer that doesn't maintain a charge. However, the icon1 is too big. When I make an EBOOT with it and the snd0, only the PMF plays. However, the snd0 and the icon1.wav (if I were to use it) are the same song ironically. Is there any way to loop it. GWAT3 won't work with it.
EDIT 6: There is a work around by deleting the manifest file. Hooray!
EDIT 7: Problem solved! I had to cut the icon1 down from 13 seconds down to 7.5 seconds. It ended up being just over 200 KB, leaving me with 9 KB to spare. Works perfectly though! Next up, Marvel vs. Capcom!
