Making your own maps isn't all it can do. This is where the word 'mods' comes in, which is also where the word 'complete domination' comes in as well.

Dude the word "mod" came in when the demo of halo pc was released. You can play your own maps on CE and download/play others. You can mod the demo, halo:pc and CE, or at least back when I played it a few years ago with like HMT and Sparkedit.
And people "cheat" in all the versions as well. Make hidden teleporters that teleports someone outside the playing field, with a weapons cache, and everything else including modifying weapons to shoot rockets. It's not that hard at all. Also you can edit the gametypes on Halo pc as well.
