I think it works really well
Resident Evil has always been a series of the genre "Survival Horror", but with Resident Evil 4 and 5, they aren't under that category anymore. While the newer ones are surely great games, they don't give me the "same Ol' Resident Evil feelin". When zombies are slower and you're low on ammo, the game is scarier and more true to zombie fashion, in my opinion, than if you have fast zombies and "infinite" ammo, which is pretty much what you have in RE4 and 5. The zombies beforehand never even used to drop anything other than keys and memos/ notes and rarely had ammo on them.
That's the biggest thing separating the Resident Evil games for me - how much firepower the player has. When you had two clips of 9mm rounds to last through 25 zombies it was scarier than super shotguns and magnums with little to no worry of actually dying.
