How do I distinguish an image-based website?

Some sites look outdated: minimalistic design, short blocks of text, almost complete absence of interactive elements, but the resource remains active and is perceived as official. How do you distinguish sites that truly reflect the company's competence from those that are maintained solely to create an image, but there is almost no real information?

Outdated minimalistic design and short blocks of text do not always mean that a website is useless. Sometimes companies maintain a resource just for image purposes, without revealing the functionality.
