Need help downloading from this site!!!

Just read the tutorial on downgrading a 3.03 and you should know what we mean by files. You need a couple of files actually. Mostly the actual dwongrader and a file that starts up when you start GTA:LCS, that allows you to actually run the file that downgrades it to 1.50 . Its basically like using GTA to run a file which will allow you to run the original 1.50 upgrade, but without using GTA then its common sense you can't upgrade to something thats lower then what you have. So you use GTA to be able to run that upgrade for 1.50 which really downgrades your 3.03 to 1.50.

Ok thanks! So wh ydo you have to downgrade and then upgrade it makes no sense, but I guess it does to everyone else, I will get used to it though.It is confusing...but I am sure I will get it whenever I get GTA:LCS wich will be around a month to 2 months.

Because the update to upgrade to 3.40OE-A is considered homebrew, the actual update contains unsigned code(which you can't run on any firmwares except 1.5). So yea. You have to be at 1.5(technically 1.0 or 1.5 can run homebrew but American psp's came shipped with 1.5 and its just easier with 1.5) in order to run the 3.40OE-A update.
