portaple tv and playstation spot on 3.51m33

can anybody actualy use these? is there a way to make it english instead of jap?

i think if someone had a jap psp they could take those files or wat evr and put them in a us one, but i dont know how they would perhaps it could be an .rco file u can flash but im as lost as u r in this subject, lol sry
