I bet you didn't look hard enough...
Right here in the psp forums we have a tutorials section. In that tutorials section is a stickied thread "Master Guide to ALL Tutorials." 3rd one down on the list is how to downgrade 2.71 firmware.

The IC 1003 board means you have a TA-082 PSP... you would find this out using the "How to Identify a TA-082" tutorial under that same list.

Use that downgrade tutorial (I'll let you find it... help you get comfortable with the forums... that and I pretty much told you where it is).
You'll be at version 1.50 then.
Then I would suggest installing a custom firmware, 3.40 OE-A (might find this same tutorial on the list if you look).

From there you'll be at a firmware to run anything, homebrew, emulators, game backups, and UMD's. You can find an emulator in the downloads section. It should come with a readme on how to install it. Good luck to you.

Oh, I don't know if this is true or not, but I BELIEVE after you downgrade a TA-082 and install a custom firmware you will not be able to go back to a higher Sony firmware later on. You will have to stay with custom firmwares for the rest of your PSP's life. Can someone back this info up for me?
