Part of the package is that they are signed by some of the staff, so... they can't really mass-market that kind of merchandise. I do think it's kind of foolish that they are just making it so that you have to WIN it, but at the end of the day, the dagger will just end up as clutter in a year, the signatures won't mean anything unless the package is never opened, the art booklet will be available to view online, and none of those things will stop you from enjoying the game as it was meant to be originally.
I still would think it would be better to have them put out about 1,000 - 2,000 of these for commercial use though, or even auction some off for charity.
